Charlie Noell Parcell entered this world on March 5, 1934 and departed November 14, 2021. Soon after his birth his twin, Robert Nelson, and his mother, Della Turner Parcell died, leaving him to be raised by his uncle and aunt, Willie and Eva Parcell, until he returned to live with his father and step-mother, Charlie and Odelle Parcell, and older sister, Lois (Parcell Farrish). He was about fourteen weeks old when his father and sister returned from the field and found him hungry and crying and his mother deceased.  A neighbor with an infant son nursed him and allowed him to survive.  He often remarked that he had a blessed good life because he was well loved.

Mr. Parcell was a sergeant in the National Guard.  He was the owner and operator of Edgewood Dairy in the Sontag community.  He was proud of his five children who worked hard milking 150 plus Holstein cows and taking care of the crops, and upon graduation matriculated at the schools and universities of their choice.  Mr. Parcell was active in and on the Boards of various farm organizations.  He was Chairman of the Franklin County Board of Supervisors where he served from 1984-1987.  He also served on the boards of the Roanoke Area Federal Land Bank, Franklin County ASCS, Select Sires, Southern States, and Farm Bureau.  He received the Outstanding Young Farmer Award in 1967 from the Franklin County Junior Chamber of Commerce. Noell was an insurance agent with Farm Bureau for fifteen years and received state Advisor of the Year award in 1995.

He is survived by his wife of almost 67 years, Peggy Turner Parcell, and their five children:  Susan Bindewald (Richard), Tony Parcell (Tonya), Sarah Farrell (Robert), Becky Flora (Lee), and Charley Parcell (Stacy).  His eight grandchildren include Jessica von Bank (Nick), Emily Kinsey (Jonathan), Andrew Bindewald (Mayra), Matthew Farrell (Frenchiee), Rebecca McCabe (Rob), Michaela Bindewald, Cody Parcell, Turner Parcell, Chase Parcell, and Cooper McPherson (Parcell).  Great-grandchildren include Sammy, Lydia, and Sarah von Bank, Caroline and Olivia Kinsey; sister-in-law Martha Torian and nieces and nephews.

Mr. Parcell was a friend to many.  He had been a member of Beulah Baptist Church and Rocky Mount Baptist Church.  “There is a time to be born and a time to die, a time to plant and a time to uproot…” When we all get to heaven what a day of rejoicing that will be!

Funeral services will be held 3 p.m. Wednesday at Flora Funeral Chapel. Interment will follow in Franklin Memorial Park. In lieu of flowers, please consider a memorial donation to The Gideon’s International, P.O. Box 915, Rocky Mount, Virginia 24151. His family will receive friends beginning at 1:30 p.m. prior to the service on Wednesday at Flora Funeral Service and Cremation Center, Rocky Mount.
